New Zealand has world-class offshore wind resources with accessible mean wind speeds of between 10-11 m/s, and sizeable areas suitable for bottom fixed foundations. The New Zealand Ministry of Business, Innovation and Employment (MBIE) is progressing work on developing a regulatory regime for offshore renewable energy. The proposed regime will focus on addressing gaps in the current energy system to enable development of renewable energy resources. The bill for this regulatory regime is expected to be passed in mid-2025, with the first feasibility round expected to initiate in late 2025. The first of the feasibility permits in New Zealand are expected to be granted in 2026.
