Victoria, Australia’s second most populous state, currently has the strongest support support for offshore wind development of any state in Australia. In March 2024, the Victorian Government legislated targets to reach 2 GW of offshore wind by 2032, 4 GW by 2035, and 9 GW by 2040. The Victorian Government has also released a series of 3 ‘Offshore Wind Implementation Statements’, setting out the steps in developing an offshore wind sector. Key commitments of these statements include: The first offshore wind tranche will be procured in 2025, following a competitive process likely to involve a combination of contracts for difference (CfD)s and capital contributions to successful bidders. VicGrid will lead a coordinated approach to transmission, alongside with AEMO. This includes development of new connection points near Gippsland coast and Portland.
With the accelerated retirement of the brown coal fleet, Victoria is progressing its Renewable Energy Targets of 40% by 2025 and 50% by 2030, in line with the 2021 Victorian Government’s Climate Change Strategy. To meet these targets, significant development of new variable renewable energy will be required, including offshore wind.
